Joseph Carter was born and raised in Rochester, NY. He graduated from Edison Tech and at-tended Norfolk State University and Keuka College. After a temporary position to assist with the Dean’s staff of a first year charter school, Joseph was promoted within 9 months into his current position. Now as Dean of Students at Vertus High School, he is responsible for all student discipline and building a positive school culture.
