The Birth and Death of the Asylum: Blessing or Curse?

The birth of the asylum to care for the mentally ill resulted in a large number of inpatients. In the 1960's and 1970's, government policies and legal challenges accelerated deinstitutionalization. Now we have many mentally ill individuals in jails or homeless. How does society meet its ethical obligation to care properly for these individuals, while weighing the needs of the individual against the needs of the community.
